The statement is a continuation of the PM Modi administration's efforts to maximise India's potential and turn it into a worldwide powerhouse.

     The administration has tried to increase employment prospects in both the formal and informal sectors over the past eight years. To maximise the potential of the working population, programmes like MUDRA Yojana, Svanidhi Yojana, Garib Kalyan Rozgar Abhiyaan, and MGNREGA 2.0 have been implemented.

     The government opted to address the long-standing demand for labour reforms even while employment possibilities have been generated on one side to maintain India's growth pace and efforts are being made on the other hand to ensure the growth is human-centric. Due to the fact that many States have implemented significant legislative and administrative changes in their own labour and industrial relations arenas, the topic of India's labour market reforms has gained fresh vigour and significance. Since it is commonly believed that India's labour regulatory framework has been inflexible and has impeded the growth of output, investment, and employment expansion, the goals of these reforms, as envisioned by PM Modi, have been to gradually deregulate the labour market.

     In a similar vein, some States have also implemented single-window clearance, self-certification of compliance by businesses, online filing for Registration and Returns, transparent inspection systems, etc. to reduce administrative restrictions and delays. The subject of labour reform initiatives has frequently been discussed, particularly legislative initiatives that support flexibility. The scholars who are in favour of the revisions claim that the current labour laws are complicated and onerous, and prevent businesses from successfully operating in a cutthroat commercial market.

     The Economic Survey (2018-19), which examined the effects of Rajasthan's labour reforms, revealed higher growth rates for the number of factories employing more than 100 workers, the average number of workers per factory, total output and output per factory, total wages and wages per factory, and compound annual growth rate (CAGR) in the post-reform period compared to the pre-reform years.
