108.(B) D C E B A

D opens the paragraph with a general fact: over 90 percent of coal goes to the electricity sector. C then gives the contrast — 'However, coal was estimated to be a relatively small recipient of tax expenditures in FY 2010'. E continues that very sentence. It reads: 'with an estimated value of $561 million in FY 2010, down from $3.3 billion in FY 2007'. B explains the FY 2007 figure: the refined-coal production tax credit was the largest coal-related tax expenditure. A closes by noting that those provisions were not available beyond 2007. The only coherent order is D C E B A.

109.(B) BDCA

B opens by naming the familiar inter-state water disputes. D then calls those disputes mild next to the doomsday scenario social scientists predict. C reports what those scientists say. A spells the prediction out: 'According to these scientists'. The chain of references fixes the order. 'These are gentle disputes' points back to B, and 'these scientists' points back to C and D.
