At the Delhi Durbar of 12 December 1911, King George V announced that the capital of British India would move from Calcutta to Delhi, and that the partition of Bengal of 1905 would be annulled. Delhi had been a district of the Punjab province since 1858, administered from Lahore; with the transfer of the capital it was detached from Punjab and constituted as a separate Chief Commissioner's province, the arrangement taking effect from 1912. Lord Hardinge was the Viceroy, and New Delhi, laid out by Edwin Lutyens and Herbert Baker, was formally inaugurated in 1931. Option 3 is the trap for candidates who pair 1905 with Curzon and remember only the Bengal partition of that year; 1935 is the Government of India Act, which created provincial autonomy but did not move Delhi, and 1947 is Partition, by which time Delhi had been separate for a generation. Hence the answer is option 1.
