India Placed in Tier 1 of US 'Shadow Transhipment Network' Report

The White House Office of Trade and Manufacturing Policy released a report, "The Great Transshipment Scam," on 11 August 2026, naming India — alongside Canada, the EU, Israel, Japan, Mexico, South Korea and Taiwan — in Tier 1 ("Diversified Scale Leaders") of a framework tracking countries used to route Chinese goods around US tariffs. The report estimated the annual value of potentially illegal transhipments at about $60 billion (other models: $40-303 billion) across 40+ countries, and singled out the Pune-Gujarat-Chennai industrial belt as a possible corridor for China-linked pumps and compressors reaching the US. Washington said it would deploy AI-based customs screening to detect and penalise such routing, amid ongoing US-India trade talks and a 7 August 2026 US Senate vote approving tariffs of up to 100% on buyers of Russian energy.
