Article 239AA was inserted by the Constitution (Sixty-ninth Amendment) Act, 1991, which came into force on 1 February 1992. It renamed the Union Territory of Delhi as the National Capital Territory of Delhi and gave it a Legislative Assembly of 70 members and a Council of Ministers headed by a Chief Minister, with power to legislate on the State and Concurrent Lists except three reserved entries — public order, police and land — which stay with the Union through the Lieutenant Governor. The neighbouring articles are the ones to keep apart: 239AB allows the President to suspend that arrangement, in effect President's rule in the NCT; 239A provides for a legislature and council of ministers for certain other Union Territories such as Puducherry; and 239B gives the Administrator of Puducherry the power to promulgate ordinances when the Assembly is not in session.
